Financial Sustainability Model and Fee Waiver Policy – RSV

The Revista Saúde dos Vales (RSV) adopts a transparent and ethical funding model aligned with international best practices in open access scientific publishing. Its financial structure has been designed to ensure operational sustainability, editorial quality, and full independence in scientific decision-making.

The journal operates under a hybrid model that combines institutional support and editorial contribution from authors, ensuring that editorial decisions are based exclusively on scientific merit.


Institutional Support

A substantial portion of RSV’s structural costs — including maintenance of the Open Journal Systems (OJS) platform, website hosting, digital preservation, indexing processes in national and international databases, and DOI registration — is funded by Unified Journals Network (UJN).

This institutional support forms the foundation of RSV’s commitment to high-quality dissemination of scientific knowledge under an Open Access model.


Article Processing Charge (APC)

As a complementary sustainability mechanism and to ensure the journal’s long-term viability, part of the editorial costs is covered by an Article Processing Charge (APC).

The APC is requested only after final acceptance of the manuscript following the peer review process.

Authors’ ability to pay does not influence the evaluation process, which remains double-blind, technical, and independent. Scientific merit is the sole criterion guiding editorial decisions.


Waiver and Inclusion Policy

RSV is committed to promoting equity, diversity, and inclusion in scientific publishing. We recognize that APCs may represent barriers for certain researchers, particularly those without institutional funding or support from funding agencies.

For this reason, the journal offers full or partial fee waivers, subject to careful evaluation.


Eligibility Criteria

Waivers may be granted primarily to authors who meet one of the following criteria:

Authors from Low-Income Countries
Corresponding authors affiliated with countries classified by the World Bank as low-income economies.

Graduate Students without Funding
Master’s or doctoral students serving as primary authors who do not receive scholarships or formal research funding.

Independent Researchers
Researchers without formal institutional affiliation who can demonstrate the absence of funding sources.


Application Procedure

Waiver requests must be submitted at the time of manuscript submission through a separate letter addressed to the Editor-in-Chief.

The letter must:

  • Justify the request based on the established criteria;

  • Formally declare the absence of available funding.

The evaluation of waiver requests is conducted in strict confidentiality and independently from the scientific review process. Waiver requests do not influence editorial decisions under any circumstances.
